Quiet Streets of Winslow, by Judy Troy

All of the characters in this book are pretty messed up.  Jody, the murdered girl, traded sex with people she didn't care about for things she wanted, but wouldn't let the people whom she cared about touch her.  Sam Rush, the sheriff, is steadily following the clues in three different directions, while failing to pursue a relationship with a woman he is attracted to who is giving him all the right signals.  Nate, one of Sam's suspects, came from a broken home, and was pretty obsessed with Jody. Travis, Nate's younger half brother, is watching it all and trying to figure out where his loyalties lie.  Sad people throughout, and a growing sense of unease.
