The Tower, the Zoo, and the Tortoise, by Julia Stuart

Stuart puts heart-breakingly sad people in a very funny book.  Balthazar and Hebe had a loving marriage until their son Milo died in his sleep, and they lost one another in their grief.  But life does go on.  Balthazar is charged with the Noah-an task of creating a menagerie of the animals received as gifts by the Queen within the Tower of London where he lives and works as a Beefeater.  His wife goes to work daily in the London Underground's Unclaimed Property Office, and she tries tirelessly to reunite travelers with their lost and bizarre belongings.
