The Surrogate, by Tania Carver

There isn't a whole lot to love about the book:  the story of the hunt for a serial killer who rips live babies from the wombs of their mothers is kind of sickening; most of the characters aren't very likeable; the book is chock full of sociopaths and psychopaths with lots of gorey backstory.  DI Philip Brennan is a likeable character, but his sidekick criminal psychologist Marina Esposito is distastefully selfish.  The writing was so-so, though the pace picked up for the final third.
